Is there a voice translation app?

In other words, can I record something on one language on my smartphone and have it play back in another? Kind of like Google Translate but in voice mode.
Yes, I know the translation won’t be perfect, just as Google Translate is not perfect, but at least I might be able the get the gist of the message.

How much do you want to translate at a time? A short phrase or a long piece?

I did a quick search of Google Play and there are a few apps listed there. I haven’t tried them so I’m not sure how good they are or how much they will translate at a time. There are others on the itunes site too.
