Why has Obama given the military such small pay raises?

I am an Obama fan.
On FB, one of my friends, who happens to be the wife of a person in the military, wrote something about Obama giving small pay raises to them.
I googled it and found this: https://www.navycs.com/charts/
What she said is accurate. Other presidents have given larger raises to the military. Do you know why?

Inflation has been kept low for the last eight years,and Congress has been stingy about increasing funding for everything.
Remember, the House sets the budget, not the President.
But I will ask you: why should the military have gotten a raise?
I assume because there hasn’t been a cost of living reason to do it.
Also, maybe he is trying to control the budget a little. Gawd knows the deficit has exploded.
@zenvelo: I don’t have an answer as to why they should have gotten a bigger raise. I am just asking the question because the FB friend’s post got me curious.
@JLeslie Actually, the budget deficit has gone down quite a bit. Why do you say it has “exploded”?

Maybe he was trying to keep US defence spending down (so it equaled the combined total of the next 7 biggest defence spenders as opposed to the next 8).
@zenvelo Thanks for that correction. I guess it was exploding and then I stopped paying attention. I’m glad it’s been going down.
The Congress, not the President, controls the purse. Take it up with them.
