Special postage rates for inmates?

Do inmates in county jails get a special postage rate for mailing letters?

I’ve been told that they can mail a first class letter for 2 cents’ postage. I don’t believe it but would like to know if it’s true.

There’s nothing about it that I can find on the USPS website.

It varies from county to county. You would have to look up the county where the prison is. In all of the counties whose outgoing mail policies I read, I never found ones with special postage rates. There is one county that provides indigent inmates with two stamped envelopes per week.

I can tell you for a fact that NY does not subsidize stamps. The inmates either buy them from the commissary or other inmates or have family sent them. There is a limit to how many the family may send. Apparently the powers that be think a large number of stamps can be a potential for causing problems between inmates.
