[First fluff hits the dust] What would be your attributes or features for the perfect laptop case or bag?

Such as what would it be constructed of, have a place for large cellphones, some type pf flexible solar stripe to charge things while traveling, etc.

Water and emp proof.

A bag made of strong, durable, lightweight microfiber with a stiff plastic base. It would have folding, telescoping legs to be used as a desk when convenient and a stretchy pocket for cell phone. It would open like a briefcase.

It should be well made out of leather and lots of compartments. I like this one a lot. Had it a year and holding up remarkably well.

My laptop bag is already just about perfect: A North Face surge backpack, has a space room for a laptop and another for a tablet, plus extra pockets for a cell phone and plenty of room for charge cords, newspapers, books, and a snack. It is perfect for flying.

Large enough to carry other stuff (which make it multifuctional), has wheels and nice handle so you can carry it like suitcase (especially if it’s somewhat heavy), waterproof lining material would be nice considering that you might get stuck outside during the rain while carrying the bag, and built-in padlock for additional security. I have also seen design that allow you to reconstruct your bag so you can sit on it as if it’s a chair without damaging the goods inside and I think it’s a good design if you need to use a place to sit in public places where there’s no chair.

Wouldn’t you have a greater worry of that while you were using it? Where would it come from merely traveling in your vehicle or on the subway, and for what reason?

Stainless steel.
I am a fan of stainless too but the weight gives me pause.

With legs large enough and strong enough to make it double as a desk, how would the weight be handled, or that is not important?

Yes, rain is a concern, leather ones I found to OK so long as it is not raining sheets and you do not have to be in it more than 20 seconds, a padlock I thought was a nice feature but if you are away from your bag long enough for anyone to go into it, around here they would just take the whole bag, so there would have to be a fast set motion type alarm that would go off if anyone picked it up.
