How to detect if a plugin is "installed but disabled" or "not installed" on firefox browser?

Is it possible to detect if a plugin is installed but disabled by user or not installed at all? So then will it possible to tell the user that “your abc plugin is disabled…please enable it” or “abc plugin is required to do this stuff…please download from here” ?

I’m still running Firefox 2. For me, I go to the “Tools” menu and then click on “Add-ons.” Then a list of all my add-ons pops up and from there I can see which are running, and I can disable/enable/uninstall them.
Yes i know how its done from the UI. What i meant was if its possible to detect that from the server side. Say i have disabled a plugin and i forget about it. Now i enter a site that needs that plugin to run some code/flash/feature. So it’ll tell me to install that plugin. I’ll keep installing but it wont work because i have disabled it. Is it possible to tell user that plugin is disabled and so please enable it instead of making him re-install?
