Are there free web sites for cultural youth organizations?

I’d like to create a web site for a Peruvian organization.

Have you tried checking out Posterous.com ? It’s basically a blogging site but you can turn your site into a group site/mailing list and it would be really handy for organizations! Hope this helps!
