Can you identify this film?

It involved 3 separate stories in it, which revolved around the emergency services in America.
One involved 9/11 I think, and one was about a girl who was abducted by a pedophile she met on the internet or something.

Hard Candy was enjoyable, but hell the guy got what was coming to him, OUCH.

It wasn’t Babel as that has nothing to do with pedophiles or 9/11
