Is Jean-Luc Picard a fake French captain?
I don’t think that a French captain would quote Shakespeare , seeing it is English. What would make the character more French? Does Star Trek have real French representation ? Seeing most races are included as crewmen or officers?

I’m not sure how being French precludes someone from digging Shakespeare. At any rate, I’d quite imagine that in a sci-fi world set a few centuries in the future national distinctions have largely been eroded. As it is now, in our real world, we see quite a lot of globalization of culture. Especially since the dawn of the internet age. Just imagine what things might look like a century from now (let alone three or four).
Why do you make the assumption that he is French? Was Pierre Trudeau French? Non!
And in an age with a Federation of Planets, why would there be national borders to worry about?
For all we know, he was the descendant of a Foreign Legionnaire in Vietnam in the 1950s.

According to Wikipedia, the “Code Of Honor” episode of Next Generation explains that the French Language has become obsolete by the 24th century. This is probably also true of other national characteristics.

He was European – French family, English accent. In America, that counts as being French.
