I didn’t get that meaning at all. I figured he was reminiscing over times past with a brown-eyed girl from his childhood.
If you’ve ever played in a creek or river that has a small waterfall you know there are often rainbows at certain times of the day. The spray keeps the rocks wet and the algae makes them slippery. Kids try to hide and move behind it. (Today kids would use some dumb selfie app that would put a rainbow in from of their bunny-ear bedecked, pale faces .)

Now that he is older and on his own she too has grown, obviously. And seeing her reminded him of the times when they were teenagers.
I’m using Occam’s Razor and will stick with the simple and nice meaning.

@Dutchess_III that is not true. If it were the Stones would have written “Paint it Brown”

Of course on the other hand there are the lyrics from Baba O’Reily:

“Don’t cry
Don’t raise your eye

and then there’s Twisted Sister singing “We’re Not Gonna Take It”?

If a “Brown Eyed Girl” was what you might have thought it was, couldn’t the song writer have just as easily written lyrics about “The Old Dirt Road?”
