What is the political saying that I am referring too? (details inside)

It is somewhat like this:
The democrats believe that an educated president is required for good government. The republicans believe that government is bad and keep sending incompetent presidents and keep proving their point. If you can find this quote and talk about it a little that would be nice? Humor welcome.

I don’t believe there is any saying that goes along with something so illogical. I have never heard of anything like what you speak of.

@kritiper Its real… I heard it in the 80’s.

The only thing I found when I copy and pasted that into google was a quote from P.J. O’Rourke that says
“The Democrats are the party that says government will make you smarter, taller, richer, and remove the crabgrass on your lawn. The Republicans are the party that says government doesn’t work and then they get elected and prove it.”
