What do you mean exactly by language exchanges? (I have the feeling “language exchanges” is an expression that doesn’t translate idiomatically into English. Do you mean a place to chat with others?)

I got all these from a site that lists 17 free languange exchange sites. Some of them are for video chats, some are for text, some are both video and text.
@Zaku from what I can tell, a language exchange is a program that allows people to practice a second language. Some of the ones I found were English only, some were for any language.
A language exchange is when you speak a language the other person does know and you don’t and the other does the same.

MundoLingo.org hosts live language exchange events in several cities.
I’ve seen a Polish forum which had threads in both Polish and English and had a section set up for Polish/English language exchanges. I bet there are similar forums in other languages or countries. You could also put an ad on Craigslist or whatever site serves that purpose in the country you are interested in.
