Can you send money to someone that doesn't have a bank account?

I’m trying to send money to a friend in desperate need of money (he has a crappy job) but he does not have a bank account. I plan to do it through Western Union so does he only need the tracking number?

You can send cash per mail.

Western Union, I think, only requires an address.

However, you can send money via PayPal – with no fee at either end – to someone who only has “a phone”.

Send a money order or a cashier’s check.

Western Union is a good way. No accounts required. They’ll just need ID, the tracking number and perhaps one or two other bits of information. The Western Union agent should tell you exactly what the receiver should need.
