It’s a manga/song/anime called Sweets Time. There are a number of videos on YouTube. This one has translation of the lyrics. look up U.N.オーエンは彼女なのか?
Without any knowledge of any anime, I’m going to go for the literal translation: Is that girl U.N O-En?
Anime is antimated. Manga is pictures, such as in a comic book. I found music videos with still shots (manga) with always the same music and character. I also found a video of an anime with the same girl walking while the same song plays. In several of the titles I found “Sweets Time”.
@snowberry I know what anime is already. I just don’t know about the specific anime that features that song :P
