Why is whichever G8 country having water shortage?

Something like that was in the news 2 or 3 days ago.

Cape Town has been in the news recently as it could run out of water entirely in a couple of months, but that is in South Africa, not a G8 country.
Even rich countries are subject to climate change. You can be a G9 country and still have problems.
Although as @flutherother said, South Africa was the one in the news last week.
Most advanced countries (e.g. G9) have govt. that are wise enough to look out for Climate Change, since it affect us all.
How interesting. Is this a first? A country as running out of water completely?
as @elbanditoroso intimated; it doesn’t matter how much money you have or what kind of GDP you put forth. Water, like most of the worlds resources, is only finite. Our failure to recognize it and continue to exploit our Mother Earth exacerbates the situation and Mother Earth does not make allowances for wealth.
Why should there be a water shortage if desalination exists. Many countries take sea water and desalinate it to make regular water. There is no shortage of seawater unless you are a landlocked country and well South Africa is not. So does not make sense to me.
I just heard that the problem is a result of waer main break so, soon be fixed.
