What are the best website or whatever to make a app for free?

Both good websites. They use blocks instead of actual lines of code but applab can be converted into written code
App for what platform? Windows? MacOS? Android? iOS? WebApp on a server?
@Tbh2018 – you need to better than that. What will the app do? Who is its audience? What is their skill level in using the app?
You need to tie down the basic questions about the purpose of the app before you can begin developing it.

We can’t tell you where to go unless you give us more info… You go do different places based on the answers to our questions. If you want to develop apps for Apple hardware, we’re going to tell you to go somewhere very different than if you want to build apps for linux servers. Get it?

Like a music player? That plays music like Pandora? so other artists music? That’s copyrighted stuff. Just use Pandora

You can use sites like wix.com and other website makers to make one. Not sure how you’d convert it to a mobile app. I said scratch and Applab but those work online. (applab you can send to your phone)

Spotify, youtube, napster, You can’t make an app or a website that uses copyrighted music. Just making that very clear because I’m not sure what you are intending to use. Those sites pay to use the music so if you are willing to pay to use music and are aware that’s a thing go ahead. You could get sued otherwise.
