What is it the function of, if hovering over the hyperlink doesn't produce the url?

I’ve been having this problem for the last week or so. For example
https://www.fluther.com/207220/do-you-know-a-librarian-making-the-media-rounds-whose-name/ (the link in the first answer)
https://www.fluther.com/207299/who-is-right-re-alberta-and-bcs-pipeline-vs-no-way/ the link in my post (last one)

Hovering over produces the link in all of them for me at the bottom of my screen. (Desktop)
