Why doesn’t nail polish dry on my fingernails?

Regular polish never dries so I have Shellac painted in a salon. Not even 2 weeks and I’ve just peeled it all off. I had white tips painted; I avoid colour as my nails grow so quickly. Why isn’t Shellac drying?
