When writing to an unknown recipient, what is the proper form of address to the person?

“Dear Sir or Madam” seems to formal, but “Yo” doesn’t seem appropriate either.

If the person has a position that can be identified:
To the General Manager of the Hilton Hotel:
or
To the Chairman of the Board
or
To Accounts Receivable:
Or To Whom it May Concern, although that would be my last choice. It seems too impersonal.
The least descriptive option I can think of is “Dear literate entity”
I think “Dear Sir or Madam” isn’t really as formal as you think it is. When used in other context those words are often more formal, but in this instance, it’s a pretty standard phrasing, just like “ladies and gentlemen.”
