I didn’t find any mention of it on his Wiki page.
However, I didn’t read the whole thing.
I just did a Ctrl F search using the terms prison, jail, convicted, charged, Alaska, and war, and found nada.

Might be Vladimir Zhirinovsky? He wants to forcibly take back Alaska. Skip to “Foreign relations and military excursions” a one sentence in the first paragraph said that he “He has advocated forcibly retaking Alaska from the United States”
