Why is Facebook's advertising targeting so bad?

Compared to Google’s?

Facebook is showing me political candidate ads from Vermont, Maine, New Mexico, and just this morning, Idaho. Except that I live in Georgia.

Google only shows me advertising for Georgia candidates.

I thought Facebook was supposed to be smarter than this. What happened?

Or are they smart(er than you give them credit for)?
Maybe they already know, before you, that you are going to move to one of these states?

Both leave a lot to be desired. I bought a floor lamp on line six weeks ago, and have been getting ads fro the same lamp ever since from google, FB, and Yahoo.

They charge their advertisers for every ad they show someone, so their incentive to be accurate isn’t all that high.
