Will we ever see the release of Foogle.com?

You understand Foogle means you ask someone else on social media a question instead of going to Google to get an answer to your question.

Isn’t it likely that somebody purchased the domain name and rented a place to host it, but simply hasn’t developed anything yet?

And maybe there will never be anything. Maybe this is just one of those sites that exist on the idea that it might be hit accidentally and will pick up some sort of value from your visit (such as capturing your IP address) even if you see nothing there. The fact that this page is one letter off a very popular site is suggestive.
