Why won't Dakota stay outside?

She’s a geriatric German shepherd. She has a thick undercoat designed to withstand very cold temperatures. It’s about 50 degrees f out right now, warm even by my winter standards, but instead of hanging out outside, she insists on being inside, even though the thermostat setting of 70 has her panting in discomfort.
I feel bad for her, and I’m willing to layer up and turn down the temp, but Rick isn’t.
Why won’t she just stay outside??
