What causes the differences in the percentage of the work force in different countries?

Switzerland has the highest percentage of their population working, 79%, the US is about average at 67%, and the lowest is South Africa at about 43%.
What do the countries with the highest rates of working population have in common, vs the countries with the lowest rates?
