Is it better to study business (bachelors) in Slovenia or Estonia?

I want to do a startup (after college). Should I focus on getting to a well-respected EU university (University of Ljubljana) in a country that’s not ideal to start a business (Slovenia) or should I focus instead in getting to a decent university (TalTech) in a country that’s great for startups(Estonia)?
