Can a cop still fine you when they have never pulled you over?

(This was in CA btw) I was dropping off my friend at a bus stop on a main street. I figured it would be a quick procedure. I turned on my emergency button and proceeded to drop my friend off, but then I looked behind me and a police car was there. The cop then said, “I almost hit you. You can’t park here.” I then rolled down my window and said, “Sorry!” and left. The cop never pulled me over, but I’m wondering, since the cop probably has my license plate number, can they still fine me? Or should I just take this as a lucky warning?

Yes. If they observe a violation, they can run your plate and mail you a citation. At least here in Massachusetts.

Since they have your license plate, they could issue a parking citation. You wouldn’t get a moving violation.

But yes, they can mail a parking ticket. But it would be more hassle than a cop would want to spend since you moved the car right away.

Yes I have had this happen. I got pulled over in Philadephia and the cop told me he would only give me a warning and let me go. A week later I got a ticket in the mail. I assume once his shift was ending he felt he needed more tickets and wrote me up. Pissed me off but nothing I could do but ‘offer it up’.
