So, what must the question have been if someone answers ”Because other people around the smoker are forced to inhale the smoke.”

I don’t smoke.
They are not forced unless smoking occurs in a place they can not avoid by choice, like when responding to summons to the courthouse

How about children in the car, or in the house where they are not allowed outside or another room? And that’s just one example.

If parents choose to be shitty parents then shame on them.
Is smoking in their children’s presence really worse than refusing to vaccinate them, or discouraging them from excelling at school.
Courthouse-meaning that is an example of force. That would be wrong.

There is always all of that other crap one is forced to inhale and cigarette smoke is singled out to be the monster.
What’s an example of an answer that (like almost all answers) could be the answer to many different questions?
This is why I can’t stand Jeopardy. The premise (that there is only one question that makes sense to be the question that corresponds to an answer) is wrong.

@Zaku What is a question or questions you can think of is the OP. I guessed more than one person would answer and so there would be different answers. Or one person can have more than one question.

Pollutants from automobiles, soot, paint additives, dust, bacteria, dust mites, methane, formaldehyde, ... the list just goes on and on…

@flo Cigarette smoke was mentioned previously, so no need to mention it again. And my list wasn’t all inclusive.
@kritiper I mean if cigarette smoke wasn’t mentioned before. My point is cigarette smoke different from most of the other things on the list.
@flo Different? Different from the smell of burning leaves on a warm fall afternoon? Or the smell of fresh cow shit out in the country? Or the smell of that stuff some cat left in your yard that is now stuck to your shoe? Or the exhaust from a Diesel engine? Or your co-worker who ate who-knows-what last night and who is now the scourge of the office?
I don’t see cigarette smoke as being any different.
@kritiper Now you’re unpleasant smell, not carcinogens that go (except for the Diesel engine exhaust ) directly into your lungs (for enjoyment purposes) in closed quarters esp. like in car room, with the kids.
