Was this whale spying for Russia?

This article suggests that a whale wearing a harness that said “Equipment St. Petersburg” with a go pro mount was found by Norwegian fishermen.
Was this whale spying?

I think this is a hoax, some clever oceanography students put this together to see what sort of trouble they could make.

If it’s a hoax, it required a substantial and expensive investment. The whale has obviously been conditioned to work with people, and from its behavior is for all intents and purposes a trained pet. The animal must be worth a fortune, and the Norwegian government should secure the whale for its own protection. I wonder why it hasn’t occurred to anyone that the whale might easily be an American agent employed to spy on the nearby Russian assets.

The Russians are a problem. But not that big a problem.
And certainly not so big a problem that you have to bring innocent whales into the mix in order to make your point

Wasn’t there some helicopter Wolf hunting Alaskan babe with a bid for the White House?

Maybe she had the harness mounted so if she lost, she could later claim Russians she saw from her house were spying on her and collapsed her campaign.
Trackers lost the whale, so her excuse was gone, but rumors of Russian interference have persisted until even now.

It has-been whispered amongst the GOP that when news of the whale discovery reached the Alaskan woman, she developed a brain aneurysm and dropped on the spot.

Well you know sooner or later more sinister aspects to the whale will bubble up. For example, this is clearly a WHITE whale. Racial overtones are therefore unavoidable. Is the whale the willing tool heralding a burgeoning supremacist domination of the arctic region as the ice melts?
