Does wrapping the bottom part of houses etc., with plastic work to prevent them from being flooded? See detail.

Not just plastic, but use sandbags to keep the plastic from moving? I believe there is a story that it does. Edited to add.

It can provided the water can’t get in under the plastic and sandbags. Otherwise, there will still be some seepage with a pump required to remove excess water.
Best way to avoid flooding is to jack the house up on pilings, like 16 feet.
True story of a building that had sand bags at all the entry ways, The sand bags were three feet high the storm surge came through at just shy of 4 feet. The sand bags and plastic broke through the doors and spread sand all over the first floor.
I guess there must be a way of piling the sandbags to prevent seeping.
Jacking up the house or buiding it on stilts is good but it could be too late for that.
It would help a great deal if there were no folds, wrinkles or divots in the plastic. Also, no grass, weeds, rocks under the plastic skirt.
@kritiper Totally. I suppose when racing with time is involved, things happen.
If water DOES get in, mold can develop and thrive there with no air flow through the plastic. Very toxic. Very bad idea unless you are using professional contractors and professional materials.
