I know nothing of this act, but here’s a place to start. Ask Who, What, When, Where, Why and How questions.

Who were the players in this act? What did they stand to gain by it? And etc. Then read through the entire Constitution with an eye to what happened. You might come up with more than 3 reasons why it was or was not constitutional.

I agree it sounds like homework. It was pretty horrific what the US did in my opinion. There is tons of information on this, it can’t be that hard to research.
