Sorry if this is a dumb question, but does blue mean on in youtube settings?

I’m in my youtube settings in my account from my browser. Blue means the setting is on? For example, I want to make my playlist and liked videos private.

I think the blue designation means it’s a clickable link to automatically take you to the next page.
