Does Trump actively instruct his accountants not to pay the bills?

He has campaign bills from years ago that haven’t been paid. I can’t imagine trump bothering himself with silly little bills.
So why aren’t these bills being paid when he has the money to pay them? Is he specifically telling his accountants not to pay them?

Come on now he is special so he doesn’t have to, after all he takes no responsibility for anything unless it’s the stock market doing well, and if that isn’t doing well then he takes no responsibility for that as well.
