Does Trump actively instruct his accountants not to pay the campaign bills?

He has campaign bills from years ago that haven’t been paid. I can’t imagine trump bothering himself with silly little bills.
So why aren’t these bills being paid when he has the money to pay them? Is he specifically telling his accountants not to pay them?
