How do Santa's elves reproduce?

Obviously not by laying eggs.

If they have 9-month gestation periods, like humans, does that mean that there’s a lot of post-Christmas sex and a harvest of October elf babies?

Are elves entitled to Family Leave?

Are there elf hospitals? Do elves live in dormitories or private housing? Does Santa provide elf-health coverage?

None of the Christmas movies mention any of these points.
