Does adding milk to your sugar bombs ceral now make it a soup?

Nope. It is grain based and you can or cannot add liquid to it while soup is by definition in liquid form.
I am making an assumption you mean cereal.
Cereal is not a soup. Soup implies cooking and infusing the liquid with the taste of the ingredients. Cereal with milk is just wet grains in dairy.
