They’re to frighten off wasps!
On being pestered by the little shits, one takes off the shoe & wafts it in their general direction.
The sudden rush of air filters through the side holes causing them to whistle, this disturbs the wasp greatly.
You may say “shoo” to accompany the whistle if you wish.
They’re there for ventilation and lookin’ through no matter what anyone tells you!
To cool the feet by letting in ventilation.
I think it’s for ventilation. It is assumed that people who wear Converse are athletically active and have sweaty feets.

It’s to let the stinky feet smell out.
It is for when your feet fall asleep. You poke a hat pin into the holes, and jab away until sensation returns.
It gives the aglets something to think about.
Ventilation. Converse thought it would give creative people a change to invent new ways of lacing their shoes. Lame but true.
