Artists like graphic designers, filmmakers, and singers/bands. Cheap as related to rent and public transport.

I would assume that living just outside the city would be cheaper as long as transport is cheaper too?
Here’s a list of the Top Cities for creative people. Some a warm, some are cooler and one you speak Spainish.
I didn’t know artists required specific cities. Florence, AZ has below average 93 cost-of-living index and a very low crime rate (city-data.com). It’s located between Phoenix and Tucson. There are a few state prisons there. So the population dynamics are sort of prisoner families and prison workers families. Climate is what you would expect….hot and dry with nice winters.
It depends on what inspires you, and what needs you have. There are lots of cities dotting the Midwest where cost of living is quite reasonable. If quiet is required for your artistry, there are just many places where country and city living are but two blocks apart.
Memphis has inspired many greats, and there is some decent reasonable neighborhoods there.
If you check out Memphis, visit Mud Island for sure. There is a scale model of the Mississippi River with bordering states labeled along it. Actual Mississippi River water runs through it, and you are welcome to wade in it if you want. It widens out to represent the gulf, into a pool big enough to ride little peddle boats around. I found the atmosphere quite inspiring when I visited.
Searching Zillow by state or city can give you a good indication of rental averages.
To those interested I’m actually all of the artist labels I mentioned, I forgot to add poet but it sorta lops into filmmaker so whateves.

Quincy Illinois is inexpensive. It is on the Mississippi River, and near the Mark Twain caverns. There is a rich sense of community there. Amish live throughout the area, and their hand made wares are cool.
It fills the imagination to be in such a folksy environment.
Galesburg Illinois is a college town, and the home of Carl Sandburg. It is a three hour commute to Chicago. There are lovely shops and a great Midwest atmosphere.
There is also Memphis. It is loaded with talent and inspiration.
