Is it Trump's responsibility , or the Republican party to pay the bills for his rallies?

Because who ever it is there are a lot of unpaid bills to those cities, or does Trump and the party think they don’t owe anything?

In theory, if it is a political or reelection event, the Trump campaign is supposed to pay for it. If it’s an official presidential speech (not supporting election) it is tax money that pays for it.
But there are huge grey areas. And Trump has never been known for paying for anything he can avoid.
Wow, he’s just like several of his predecessors. How shocking~
