When a website is created can the artwork be done freehand?

Is that graphic design? Is it all done electronically? Can it be fine freehand and then added to the website? How does that work?

Of course. But you have to take a picture to post it.
This kind of thing is normally done in vector drawing programs (e.g. Adobe Illustrator) with a digital pen instead of drawing on paper and posting a photograph.
