What does "recovered" mean when we look at the stats for COVID19?

Is that patients in the hospital who were discharged? Or, is that anyone who has been diagnosed positive with COVID19 is now negative?

Closer to the latter, I think, except I don’t expect re-testing to be done. It’s people who once tested positive, and now seem to be recovered, whether they went to the hospital or not.
My understanding is they have to have two negative tests, 24 hours apart, to be declared virus free. Therefore recovered !
