What is a government whip?

In Canada we have elected ministers with the title of government whip. What does that mean?

They ensure party discipline. They spank the bad boys

“The Whip” is responsible to make sure all the votes are in line with the Party position on an issue. They whip is usually second in the hierarchy, right after the Leader.

There are some government employees, particularly in the executive branch, who are into BDSM (sado-masochism), and like to get physically abused to achieve sexual contentment.

Rather than each agency in the government employing its own BDSM expert, the federal government decided to have one single agency manage BDSM activities across the entire government. The Army and Navy have their own BDSM experts; the Marines do it to themselves.

So when the head of an agency – say, the Department of State – needs a beating to feel in touch with his virility, he calls the Federal Department of Abuse, and asks for Government Whip to make a house call.
