A crude marker can be made with food coloring on the end of a Q-tip.

only some markers have a refillable bottom though

Markers for what? Why do it? Do you want non-toxic? Or?

Graffiti writers call these mops. You need a shoe polish bottle or something similar and a chalkboard eraser. Take the top off and pour out the shoe polish. Now get some ink or paint and refill it. You might need to put some paint thinner in it so it will flow better if it is to thick. Cut the hard piece of the eraser off. Roll the soft piece of the eraser up like you would a joint. Stick the rolled up eraser in the bottle. Leave a little sticking out the top because it wicks the ink up and you write with it. Easy isnt it?
