Why are the physical requirements for clerks the same as infantry soldiers?
You would think that front line infantry would need to be more in shape than administration clerks? Or Administration clerks to be less strict?

They may have to step in and support or take over for injured soldiers.
When one sign sup for the military, one does not get to choose where one works. You may think you are signing up for the administrative functions or for the Army band, but you may end up working as a laborer for the Corp of Engineers or schlepping a rifle.
Because any given person in the armed forces may be pressed into the infantry at any given time if it’s deemed necessary.
You are a soldier (or sailor or airman) first, a clerk second. Example: my son signed up for the army. He was going to learn to fly drone planes. Through a series of unusual events he could not get the security clearance for that job. He was left with the option of driving a truck or working in a kitchen. It wasn’t what he wanted but he had to do it. The same could apply to clerks…sign up for administration duties and end up in a rifle company. Having to train someone at that point (physically) is the wrong time
And likewise some enlist just with the expectation that they’re going to be infantry and end up being put on a base in Europe turning wrenches. Ultimately, you go wherever they decide you’re useful.
