Because the water that penetrates the roadway freezes in all directions and when driven through, the water goes in all directions carrying road sideways with it.
It is the path of least resistance.
And often as big as Texas.
For the same reasons puddles are short of straight edges.
I prefer to call them glory holes…
If you do mean “man holes” they are round so the cover cannot fall through the hole. It is possible for square ones to fall through.
Never thought of this.
But a round manhole cover might roll down the street and cause an accident.
