Obama is the refuser, according to the article I read.
The article said there is no ceremony scheduled, but, uh, covid 19. Nowhere do I see anything about POTUS refusing. It does state, however, that Obama stated he would not go. So, spin that.
Please quote the part you found where Trump states he will not schedule an unveiling ceremony.

It never occurred to me that Obama might have initiated this. Yet if you had to choose based on their records, which of the 2 would you guess behind this break with precedent and tradition?
I would say that Obama has the class and professionalism to go through with a ceremony like that even if didn’t want to.
Trump, on the other hand, can’t bear to hear Obama’s name.
The poor man has absolutely no class at all. It’s actually fascinating to watch him work his ass off proving it. Have you ever seen anyone so dependably crude or without honor?

There is no evidence that Trump said anything about Obama’s portrait. It would be understandable that Trump would nt go. There is a lot of evidence being declassified that shows Obama was ultimately the one trying to destroy the Trump presidency and those closest to him. This is not a ‘classless act’ on Trump’s part if he is not attending.
Trump has not ‘disallowed’ anything.
I’m not a Trump fan but I just googled to try to find a statement from Trump. I was actually going to post the same article that @SQUEEKY2 posted. I figured USA Today is an impartial enough source that nobody would dispute it. I could not find, from the sources I looked at after googling ‘Trump Obama portrait,” any negative comments from Trump.
There have been a bunch of nasty comments recently from Trump toward Obama, about Obama as President, so I would think that a meeting of the two men might be chilly and if I were either one, I wouldn’t want to see the other, but that’s politics. Handshakes and smiles when you really can’t stand the other person is the norm.
They did mention that Trump is looking to have Obama testify about the 2016 Russia scandal, and so Obama is not a fan of Trump at this time, as Trump is not a fan of Obama. I saw no negative comments from either Trump or Obama toward each other, directly related to the portrait. They said if Trump is re-elected, there may not be a portrait unveiling until 2025.
