What is the design of Firaxis rule of thirds?

One third never change, one third up to change and the last third I forgot.

Sid Meier’s from civilization came up with the guide to making new edition of a game.

Can you explain in more detail?

The only “rule of thirds” I know has to do with visual art (photography, painting, etc).
