What is the best way to attach a pvc banner to a fence without damaging the banner?

The fence is a metal grid pattern and I’d like to attach a pvc banner to it. What is the best method for securing a banner that will stay tight to the fence. Its in a fairly sheltered area, but it can be windy sometimes.
