Who will give the next State of the Union address in January?
Trump or Biden? Is it normal for the President elect to give a first address or the outgoing president for a final speech?

There’s no actual set dare for the SotU address. It’s typically delivered some time in January or February, but the actual date isn’t fixed. Nor indeed is there any requirement that the President address the Congress in person, only that he submit an annual report. In fact, for much of the nation’s history he did not appear before Congress to give such address. That’s pretty much something that just came about with the advent of the radio/television age. George Washington did it, but aside from him no other President did until Woodrow Wilson in 1913.
As to the specific question – recent tradition (since the 1970’s) has the new President giving the address after the inauguration and the new Congress has been seated.
It is usually done late in January and it will be the new President.
The Speaker of the House invites the President to address Congress; the President does not get to say if and when he will address Congress.
Just last year, when Trump shut down the government, Pelosi with drew her invitation because it would be “inappropriate” with Federal workers furloughed.
Biden. And I expect it will be an important one. They will bring Trump in, wrapped in chains. Congress will be tomatoes and rotten fruit, and be encouraged to throw them at the prisoner.
