Who should Newsom appoint to replace Harris in the Senate?

With Kamala’s ascendancy to the Vice Presidency, she must leave her current position as California’s junior Senator.
Governor Newsom will make the appointment.
What qualifications should they have?
Does it have to be a woman?
Do they have to be a moderate like Kamala?

I don’t know current California politics. Who are some candidates? This SF Gate article lists:

Reps. Barbara Lee and Karen Bass
San Francisco Mayor London Breed, Oakland Mayor Libby Schaaf, Long Beach Mayor Robert Garcia, Attorney General Xavier Becerra and Reps. Adam Schiff and Katie Porter
Dang, no Auntie Maxine. I would love to see her raise a little hell in the Senate.

Adam Schiff would be great,since he knows his way around Capitol Hill.
Katie Hill. It will never happen, but it would force an important conversation.
Padilla would be my bet (not my choice), because he is Newsom’s strongest politcal competitor in the next election.
I’m a fan of Libby Schaaf. I think she’s the best mayor Oakland has had since Jerry Brown.
First of all, I don’t know whether California has appointment or special election. Does anyone know for certain.
If someone will be appointed, I’d love to see Adam Schiff in the job.
I’d also love to see Adam Schiff in the Senate as long as Newsom can appoint his House post too.
