How do you explain the surge in Covid cases in California?

I thought I was going to get an answer when I saw the headline:
‘We are getting crushed.’ What’s behind the alarming rise in California’s Covid-19 cases
This headline appeared on CNN.com. Eagerly I devoured the story. Unfortunately the story talks about the problem without offering any new insights. In fact, other than a thinly disguised barb at Republican house districts, the story added not one iota to my knowledge:
“The Covid-19 numbers statewide do not reflect a scenario where more conservative parts of California are failing while liberal parts are thriving, albeit according to state figures some of the hardest struck counties per capita reside in Republican US House districts.”
I thought, given the fact that California is as blue as it gets, and Democrats know all about Covid, we would have tracking and we would know where each case comes from. Unfortunately, other than stats I have seen on the Fox channel that less than 2% of cases originate in restaurants, I know nothing else.
Does anybody know?

It’s probably due to all of those people that Tom Cruise yelled at – apparently they’re not with the program.
@JLoon California does have the highest population in the country. But, keep in mind, that has been the case for decades, it is not something new.
So that does not explain a recent phenomenon.
@_____ I did not say that California is the most blue state. However, it has a Democratic governor, two Democratic Senators, veto-proof Democratic majorities in the legislature and a 46–7 lead among Democrats in the California House Delegation.
As to the second part of your answer, are you saying that there are some scientific facts not known to Democrats?
I have no idea who or what you are, since you choose to hide behind a cloak of anonymity. I assume you understand English. The anybody in the question refers to jellies.

Gee- I looked at that article and the subtitle in big bold type gave the reasons to me:
“Virus fatigue, resistance to stay at home orders, and a huge number of essential workers are all driving the states acceleration of cases.”
Seems pretty clearly stated.

A lot of people either refused to wear masks or were not able to, while being too close to other people.
@janbb That is general bullshit. And you know it. What I was looking for, and what I hope the government uses in making draconian lockdown decisions, is facts like:
1. What percentage of cases originate in restaurants/bars?
2. Is there any difference between indoor dining and outdoor dining?
3. What “essential” industries are more prone to spread the disease?

@janbb They are rather simple questions. Making decisions on draconian lockdowns should require answers to them and to many more. Surely, before banning outdoor dining, Newsom should know the answer to question number 2.
Infection rates when down when everything was closed. Infection rates went up when things reopened.
Avoiding this disease isn’t rocket science. It’s a contagious disease. The odds against contracting it improve with the fewer people who share your space. It’s that simple. What happened to California? THANKSGIVING. What makes a pandemic run rampant? Stupid people! And the threshold for stupidity need not be that high. The same level of morons which voted for Trump in the last election is sufficient to guarantee that this disease will skyrocket out of control. The state should have remained in lockdown, rather than cater to commercial chamber of commerce imperatives that things loosen up. Typically, they want to undertake the measures now which should have defined the entirety of the plague. Now that the horse has left the barn, the panic ensues. Remember: stupid people WILL kill you.
@RocketGuy Thanks for the link. That is the most comprehensive list of spreading environments that I have seen. I see that restaurants are listed as #9, and no distinction is made between indoors and outdoors.
