Can a presidential pardon allow a felon to travel over the Canadian border?

It’s up to Canada whom they allow to enter Canada. Though I suppose there may be standard conditions, I don’t know what they are exactly.

@Zaku Would Canada allow Martha Stewart in to the country if she was pardoned by president Biden? Canada’s Prime Minister Justin Trudeau cannot pardon citizens anymore due to a law change.

Once someone has served their sentence, it makes no sense to give a pardon. There is no reason Martha Stuart could not go to Canada. I don’t know who Conrad Black is.
